Effectively communicating your message is a challenge in any organisation, but public sector internal communicators face many additional challenges in establishing and executing communications strategies across all levels of government and public enterprise.   

Budget limitations, challenges resulting from bureaucracy such as slow decision-making processes, little access to top level decision makers, diverse working environments with a mix of technical and non-technical specialisations, and staff overloaded with government processes, all combine to result in an audience with a reticence toward innovation and a fear of changing the status quo.
